Yes indeed, the flows can be manipulated as they come in. However, it doesn't stop them innovating so as to get through. And it also depends on if, and how, they're being anchored here. If they're anchored well, and the bridge is strong, then there's a greater tendency for them to succeed.

Going beyond the intention of an outcome is critical. If there's intentioning, then that lays you, and the flow you're grounding, wide open to influence - because it can easily be ready in the mind, by the shadow.

However, if there's commitment, focus and anchoring, but also with periphery vision so the flow can adapt, then usually, that can succeed. Whereupon, the 'victory' becomes the feedback loop itself. Bearing in mind, that will always create and land in some way.
